"CERTIFICATE OF PARTICIPATION" Ceremony II invitation
From the day it was established on the 22nd of April 2008, the EU Civil Society Support Team has organised a series of training programmes in a range of fields to support civil society organisations to participate in the call for proposals launched by the European Commission, “Cypriot Civil Society in Action I, II, III”, with a view to strenthening Turkish Cypriot civil society. Within this framework, training seminars in English and Turkish on the “Concept Note” for the first stage and the “Full Application Form” for the second stage of the call for proposals “Cypriot Civil Society in Action I and II” and full application form trainings for the IIIrd call for proposals were provided.

The trainings held with the facilitation of specialised experts from abroad on each subject area covered issues such as “Capacity building and organisational communication”, “Project Cycle Management” trainings where participants learned how to develop, manage and ensure the sustainability of a project, inter-organisational and intra-organisational communication and collaboration, logical framework approach and grant management trainings as well as those on budgetary management and transparency. Approximately 100 civil society organisation (CSO) representatives who have participated in the first series of the trainings provided by the Civil Society Support Team have received their certificates and now, around two hundred CSO representatives will receive their Participants’ Certificate through the ceremonie that is being organized on 14th of May 2009 for this purpose.

As an organisation that stands by Civil Society organisations, the Civil Society Support Team wishes to thank CSO representatives who have participated in at least one of the training programmes by organizing a celebration on the occasion of the receipt of their “Participants’ Certificates” on the 14th of May 2009 at 16:00 hrs in Merit Hotel , Nicosia

This celebration and the receipt of certificates shall take place with the participation of the Head of the Programme Team of the EU Programme Support Office Mr. Alain Bothorel

Eu aid PROGRAMME FOR the Turkish Cypriot community
Grant scheme Launch

“CYPRIOT CIVIL SOCIETY IN ACTION III”:

The EU will make a further € 900.000 available for projects to strengthen civil society in the Turkish Cypriot community. Three types of projects will be supported: bicommunal partnerships, new civil society organisations and reconciliation.:

o To support partnerships project

The grant scheme is open to proposals in a variety of areas involving Turkish Cypriot civil society organisations in partnership with Greek Cypriot civil society organisations in (but not limited to) culture, economic development, social inclusion, social dialogue, academic research, etc. The creation of linkages between these projects and wider European Union networks will also be supported. Projects may include if appropriate some infrastructure investments too (e.g. joint cafés or community centres, joint project in the field of conservation, revitalisation, renovation activities of cultural heritage sites, etc.).

o To strengthen the Turkish Cypriot Civil Society in the Turkish Cypriot community

Grants will be provided for projects as well as for seed funding for the setting up of new civil society organisations and for promoting their development. The emphasis will be on supporting civil society organisations representing the public interest in line with EU policy priorities: protection of the environment; promotion and protection of women’s rights with a view to promoting gender equality in the society; consumer protection with a view to strengthening the effective enforcement of consumer protection; enhancement of social inclusion of people with disabilities; development of citizens advocacy groups; etc.

o To Support NGOs and international organisations promoting reconciliation projects including research leading to a better understanding of issues affecting trust between the two communities

Under this strand, some funding will be provided to conferences, surveys, publications, etc. promoting reconciliation projects including research leading to a better understanding of issues affecting trust between the two communities.

An information session on this call for proposals took place on 23 January 2009 at 18:00 in the EU Programme Support Office (opposite Saray Hotel, in the northern part of the walled city of Nicosia).
This grant scheme is funded from the € 259 million EU aid programme for the Turkish Cypriot community. Following two earlier calls for proposals, the total amount allocated to civil society development is 5,800,000 €.

“Project Cycle Management and Proposal Writing” trainings:

These training seminars are designed to support the Civil Society Organizations, which want to prepare proposals towards the “Cypriot Civil Society in Action III” call for proposals of the European Commission, on “Project Cycle Management” and “Preparation of the Full Application Form” – with a deadline of 7 May 2009 -. Pre-registration of interested organizations is necessary.

The Civil Society Support Team

to the participants whom attended to atlease one of the trainings that our Team organized.
 The event took place on 2nd of December 2008 in our premises.

Media and CSOs representatives showed great interest in participating the event and enjoyed the interaction with other Civil Society Organizations . The evening was considered as joyful and friendly
which is very much of the reflection of the culture.


These trainings are not only technical information that would assist the EU projects but offers skills
and Information on organizational management, communication, finance etc which could be very helpful tools to have in our day to day community life.

Participants whom could not attend the event always can pick up their certificate from our office.

Launching of a campaign aiming at raising awareness on the role of civil society and the importance of active citizenship

On 21 November 2008, the Commissioner for Employment, Social Affairs and Equal Opportunities of the European Commission launched the EU campaign to raise awareness of the role of civil society and the importance of active citizenship in the Turkish Cypriot community


In his address, the Commissioner focused on Cypriots representing Civil Society Organisations from both communities. The campaign is actually financed from the 259 million euro EU Aid Package for the Turkish Cypriot community. The campaign will last 24 months and will include a series of information seminars, thematic workshops, training courses and individual and group counselling. 

The Commissioner for Employment, Social Affairs and Equal Opportunities, outlined the need to support the preservation of common European values starting with the promotion of an inclusive society. This would mean fighting against all forms of discrimination, based on race or ethnicity, disability, age or sexual preference and also fostering equal opportunities between men and women. 
                           
In order to do so, partnerships, he reminded, must be built for change that bring together all those with a stake in social and employment policies, and first and foremost civil society.

The Commissioner insisted that Civil Society Organisations are the best placed organisations to work on some crucial issues because of their key role in engaging with communities at local, regional, national and international level. Engagement in voluntary and community activities is a way for people to contribute to public life as they can give their time or their money to support issues of concern to them.

The Commissioner stated that Civil Society Organisations have increasingly become places where people can debate and affect issues that matter to them, and where they feel they can be advocates for change.

He also emphasized the various reasons why an awareness raising campaign is essential and iter alia its main objective to sensitize Cypriots to the role of civil society and active citizenship in a democracy, especially as a means to ensure vibrant debates on issues that matter for its citizens.

In democracies active citizenship involves voluntary work in organisations and networks, organising activities for the community, participation in interest groups and political parties, participation in forms of peaceful protest and in public debate on issues such as social inclusion, gender equality, human rights, employment, social services, environment…

Finally, it can be reported that the Commissioner stressed the importance of the establishment of partnerships and dialogue between stakeholders, in the Cypriot context in particular, as these partnerships can be established between the two Cypriot communities. He reminded the participants that most issues of public interest know no boundaries and must be debated on an island-wide basis. Diseases, for example, unfortunately affect Greek Cypriots and Turkish Cypriots in the same way. As in other Member States, cases of discrimination on grounds of sexual preference or disability, still regrettably happen.

The first Advisory Committee meeting was held on the 25th of September, where the CSST and a large number of CSOs gathered to brainstorm on the role of the CSST and the function of the advisory committee as a space to develop ideas. As the CSST our aim in steering the advisory committee is ensure your participation and help for the enhancement and efficiency of our services and to receive feedback on how CSST is perceived in civil society.


We are glad to see that the first meeting offered an opportunity for debate and network as well as a space for deepening our acquaintance. A needs assessment questionnaire was distributed to all participants, which you will find online on our website.
Those of you who could not participate but who wish to contribute to the process are very welcome to provide their inputs and we want to thank all of you who were able to attend. 


Our team wishes to guide and implement its assistance to organisations in accordance with YOUR suggestions and ideas. The CSST would like to hear your opinions on:
- the role of civil society and developments in the sector
- what the role of the CSST and of the Advisory Committee should be
- different and innovative mechanisms and strategies needed to strengthen and increase CSST competences
